Last night, the Kenton Neighborhood Association’s board wrote a new letter to the city, pulling their previous support for the effort to rename Interstate Avenue for César E. Chávez, and going neutral.
As you might recall, several neighbors in Kenton were ticked off when they found out that the board had written a letter of support for the proposal, without consulting the neighborhood (as the boards in Overlook and Arbor Lodge did, resulting in two meetings where the proposal was soundly rejected). The board president pointed out that they’d written a letter only offering the board’s support—they weren’t claiming to represent the neighborhood.
At last night’s meeting, neighbors showed up to protest. One resident reports:
The KNA meeting was very heated and the board members kept saying that they were a separate entity from the actual neighborhood and that they don’t have to reflect the neighborhood members. Several of us, holding copies of the association bylaws, begged to differ.
So the board wrote a new letter, which went out today:

We all agreed that the process isn't working, and that it is bringing out the worst in people rather than being a positive, and affirmative process.

Being there, I agree it was heated and there was a lot of emotion. However, unlike many of the heated meetings we've been having about this issue lately, this one ended with a what I consider to be a positive outcome. We didn't solve all our problems; as Aaron points out there is disagreement about the bylaws and the whole board versus neighborhood association issue. However, it was nice to leave a meeting where people were hugging and apologizing instead of just being pissed off at each other.
Maybe there is something that we could all learn comin' out of that meeting. I would like to hear more about what happened, what was discussed and whatnot.

kudos to the neighbors for standing up and demanding that an elected membership whose PURPOSE is to REPRESENT the neighborhood (duh...kenton NEIGHBORHOOD assoc.)actually take the time and energy to get neighborhood input.
If this is too much to ask I suppose the members could always step down and allow for new leadership......
it is good to hear that the meeting ended on a positive not, so often these days re. this issue especially it does not.
But seriously....how can bylaws be interpreted to read any other way...I mean, what is your purpose if not to represent the neighborhood's stance based on neighborhood involvement???
Didn't Amy report that the Kenton NA Board letter of support last July was all or partly authored by a woman named Doretta? And was Doretta Schrock, also serving on the Cesar Chavez committee as well? Does that in any way seem like a conflict of interest?

Yes, Doretta wrote and signed the letter on behalf of the board. She's a member of the Chávez committee, and she also works for the city's Office of Neighborhood Involvement. In that final capacity, she was running the sign-in table at the last Interstate-Chávez public meeting. I overheard two neighbors question which role she was playing that night, asking if she was running the sign-in as a member of the Chávez committee. Schrock told them no, she was on city time.

To clear up any confusion regarding what the Kenton Neighborhood Association bylaws say about how the Board should address letters without neighborhood support, I have quoted the Kenton Neighborhood Association bylaws below:
Section VIII DUTIES OF THE BOARD
a) Management: The affaris of KNA shall be managed by the Board in the interim between general meetings. The Board shall be accountable to the membership; shall seek the views of those affected by any proposed policy or reactions before adopting any recommendation on behalf of KNA; and shall strictly comply with these bylaws.
You can make up your mind on how to misconstrue the above stated duties of the KNA Board, but it obviously states that supporting the proposal to rename Intersate Ave to Cesar E Cahvez Blvd, without getting neighborhood support is directly in conflict with the bylaws.
When I find myself reading neighborhood association bylaws excerpts on a Friday lunch break, I know that I've done something wrong with my life.
Exactly what can be done re. Doretta and this obvious ethical no-no.I saw her after the meeting having dinner with the lead chavez committee member Maria and the other guy who was at the sign in table.
Anyone else concerned about what may have happened with that box of suggestions????
Re. Ms. Schrock, she attempted to disuade me and my friend from signing the sign in sheet...she said it was for people who wanted to speak and there would not be time for us to do that since others had already done so in large numbers... and no one would even see it. NOW I WONDER.

To clarify, there is disagreement among board members about the interpretation of our bylaws - there is no uniformity of opinion on this. Also, this characterization of the meeting is profoundly negative. While the meeting was heated at times, it ended on what I thought was very positive ground. We all agreed that the process isn't working, and that it is bringing out the worst in people rather than being a positive, and affirmative process.
