Election 2008 John Branam on the Auditor’s Ruling

I finally caught up with John Branam, to get his reaction to the auditor’s Friday ruling stipulating that he could not pay campaign manager Phil Busse another dime out of his public campaign funds. Busse had already picked up $20,000 of his $25,000 contract for 90 days of campaign management services—well over the roughly $3500 per month that managers of other publicly funded campaigns are being paid. (If Branam does pay Busse another dime, he faces double-the-amount fines.)

“I really appreciate the auditor’s thoroughness, and obviously they’re doing their job and doing it well,” Branam says. “Obviously I’ve long believed that Phil was worth thepay. He’s worked hard and he’s continuing to work hard and we’re going to continue to focus on the issues that matter to Portlanders.”

I also asked him about a $1,000 payment to Busse that popped up on ORESTAR on Friday—which put Busse’s total pay at $21,000. The timing was odd, given that the auditor’s ruling came out just after 5 pm on Friday—it was unclear if the payment or the ruling came first.

“We had actually written the check on Thursday and it was logged Friday morning,” Branam explains. “It was never cashed, and it was voided, and we backed it out of ORESTAR on Saturday morning.” Indeed, the transaction shows up in a search that includes deleted transactions. He says they cleared it with the auditor’s office this morning, and all is well. I’ve got a call in to the auditor’s office to confirm. City Elections Officer Andrew Carlstrom says the auditor considers Branam’s written explanation of the final $1,000 transaction “sufficient.” It’s after the cut.

Amy Ruiz, your coverage of this election is phenomenal. I only wish the Oregonian could cover city politics as thoroughly as you do. Please continue your work, and hold these politicians accountable.

There is a pattern starting to emerge with Branam. He plays fast and loose with the truth. During several candidates forums throughout the city he has publicly stated that he WORKED as a speechwriter for the AFLCIO and WORKED in Kenya for the United Nations. Now we find out after watching the candidate presentations online for the Multnomah County Democrats that he INTERNED at the AFLCIO and was in Kenya on a study abroad program through his college. Publicly stating you worked for these distinguished organizations is much different than interning. I wonder what these organizations would say John did while with them? (if they even know who he is at all)

It fits the way he works. I'm sure he's a smart guy but it seems like he's used his abilities to game the system and connect with powerful patrons rather than working his way up.

Mr. Branam has latched onto Mr. Adams as a patron in his quest to land in city Hall. He has already made a mockery of the VOE system and made a very questionable decision of hiring Phil Busse.

And now this. For someone who very much inflates his resume you'd think that he would talk about his experience working at the Port of Portland. He hasn't and maybe today we've found out why.

It sounds like Branam was not only underqualified for his position at the Port of Portland (enough to be mentioned in a lawsuit by a disgruntled co-worker) but that he owed his position there to a once distinguished member of Oregon politics but now better known as the guy who was a repeated child rapist while in city hall. This latest revelation really, really calls Branam's judgment into question and if his is fit enough to be in city hall let alone his current position.(hat tip to the Bojack blog)
