Copwatch has released an updated version of its “top 25 settlements” list, showing that the highest 25 police-related payouts have cost Portland taxpayers $4.5m in 15 years. 12 of the top 25 and 7 of the top 10 settlements are for cases that have occurred since 2002, when the controversial Independent Police Review Division came into being. The city paid out at least another $2 million in damages, citizens’ legal fees and legal expenses for the city itself in the same time period, Copwatch estimates. Here’s the list:

didn't all this big payout occur during Gary Blackmer's tenue as CITY AUDITOR?
I think it speaks poorly to his capacity as an auditor and even more so then as a so-called "manager" for government entity if he is dragging his feet on the accountability issues with the PoPo.
Either he is piss poor "auditor" or the PoPo have information on him of some questionable behavior that is then lorded over him to get him to dance to their tune.
What is it?
Incompetent auditor on one hand, or a compromised auditor.
Can't be both, can it?
