Check out Mayor-elect Sam Adams' and the rest of the council's city reorganization memo to all Portlanders ("RE: Improving 'The City that Works'") right here.

Now is our time to build upon the City of Portland’s successes with an intensified focus in key areas through strategic planning, structural reform, and establishment of clear roles for each elected leader. The purpose of this memo is to outline the changes we will make as your city council in 2009.

It is nice to see that the new mayor is going to be directly involved in planning and development both in the new bureau of sustainable planning and development and the PDC. It is really surprising that the PDC didn't get convolved into the new BSPD... Seems like if they wanted to streamline that would have been an excellent cut to make. Does anyone know how much authority Mayor Adams will have in the PDC and the BSPD?

BSPD and PDC can't be merged - the PDC is a quasi-governmental agency that's somewhat independent from the city (the city is involved in setting PDC's budget, but much of its work is done without city oversight). Instead of being the Commissioner-in-charge of the PDC—as he will be for the BSPD—Adams is the "liaison" to PDC.
