New Portland Police Chief Mike Reese showed up at city council this morning to hear the mayor's presentation of the new budget and I had to shake his hand.

"Congratulations on surviving your first week," I said. A mere six hours after Mayor Adams appointed him chief in a controversial change, Chief Reese was thrust into the middle of a crisis: the third fatal police shooting this year of a Portlander with mental health issues.

"It reminded me of the World Naked Bike Ride," replied Reese. "Last year when I was working on that, I figured, 'If I can do this, I can do anything.'" The police helped direct traffic at the 6,000-person World Naked Bike Ride that took to Portland's downtown streets on night last June. The result: Zero arrests. Zero major injuries.
