Artsy Help Me Decipher This Cryptic Public Art, Please

As noted earlier this week, I just got back from vacation on the East Coast. Along the way, I snapped some photos of some strange signs. My mind will not rest until I understand what the hell they mean.
First: These handpainted phrases along the roof of what appeared to be a vacated Philly Cheesesteak stand in Philadelphia.
Second: This mural painted on the side of a school outbuilding in rural North Carolina. Interpretations, anyone?
