Video Released in Shootings of Two Homeless Men

Posted by Denis C. Theriault on Thu, May 3, 2012 at 2:29 PM

I missed this earlier today, but Portland police announced they're still investigating the near-fatal February 22 shootings of two men sleeping under the Morrison Bridge—releasing private surveillance footage that shows, for the first time, the car that cops believe was involved in the shooting.

The men, Carter "Joe" Hickman and Albert "Allen" Dean, had bunked down and gone to sleep on a SE Belmont sidewalk by the time the car drove by and someone opened fire. I wrote a cover story about the shootings this winter and what the attacks should mean for Portland's camping ban. Joe and Allen, who are partners, were in the hospital for some time after the shooting but have since been released from the hospital, police said.

Police are hoping the video will help produce some kind of a lead, promising a $1,000 award through Crime Stoppers. Hit the jump for the rest of the details.

The Portland Police Bureau, in cooperation with Crime Stoppers, is asking for your help in solving a shooting in Southeast Portland.

On Wednesday February 22, 2012, at 5:12 a.m., Portland Police officers from Central Precinct responded to the report of a shooting in the 100 block of Southeast Belmont Street. Officers arrived and located two men who'd been shot by an unknown assailant. Both men had been sleeping when they were shot.

The victims, 57-year-old Carter "Joe" Hickman and 43-year-old Albert "Allen" Dean, were treated for their injuries at a Portland hospital and have since been released.

The suspect is described as a white male wearing dark clothing and was in a black or dark blue-colored newer style Volvo station wagon with a large dog in the rear cargo area of the vehicle.

Detectives would like to hear from anyone with information about this shooting, anyone who may have seen this vehicle before or after the shooting, or any instances where someone has driven up harassing or threatening homeless people.

Detectives have released surveillance video from the shooting and it is available for viewing and download at: http://youtu.be/Rwlmit7Mfl8

Crime Stoppers is offering a cash reward of up to $1,000 for information, reported to Crime Stoppers, that leads to an arrest in this case, or any unsolved felony, and you can remain anonymous.

Leave a Crime Stoppers tip online at www.crimestoppersoforegon.com, text CRIMES (274637) and in the subject line put 823HELP, followed by your tip, or call 503-823-HELP (4357) and leave your tip information.
