Crime Portland's White Powder Problem

Since April 26, at least six different locations across Portland have been hit with mysterious envelopes filled with equally mysterious white powder. Some envelopes are straight-up labeled "Anthrax." So far, none of them contain the toxic powder.
The most recent delivery was found this morning at Infinity Tattoo. The rest of them: Market Center Building, Mark O. Hatfield Courthouse, Lloyd Center, Port of Portland Headquarters, and the downtown Hilton Hotel. Here's a handy map I made highlighting all of the places the powder has popped up. I tried to connect the dots to make some sort of cryptic message or symbol, but all I came up with was a crippled starfish. What does it mean?
