FILM—Tonight, the 37th Portland International Film Festival kicks off with two movies: At the Whitsell Auditorium, there's the British period drama Belle, while at Cinema 21 and the OMSI Empirical Theater, we'll finally get to see The Wind Rises, the latest—and supposedly last—film from Hayao Miyazaki. Afterward, there'll be booze and conversation. EH
