Portland Fire & Rescue didn't violate elections law by featuring Governor John Kitzhaber in a public service announcement about CPR, the Oregon Secretary of State's Office has found.

Sure, Kitzhaber is in the middle of a sort-of-contentious re-election race, but—contrary to the claims of conservative radio host Lars Larson—his presence in the 20-second spot had nothing to do with politics, the office found. Instead, officials agreed with PF&R's reasoning that the governor was an ideal person to feature in the spot, after the former emergency room doctor very prominently performed roadside CPR on an unconscious woman in May.

Larson filed a complaint in late August, alleging the firefighters featured in the ad were essentially acting as Kitzhaber boosters on the public dime, a violation of state law.
