IS THERE ANY REASON WHY THE RETURN ENVELOPES ON THE BALLOTS AREN'T JUST POSTAGE-PAID? IN 2008, ~1.8 MILLION BALLOTS WERE CAST IN OREGON. I'M SURE THAT THE OREGON ELECTIONS DIVISION CAN ADD AN EXTRA MILLION TO ITS PRINTING BUDGET TO HELP RAISE THE RATE OF ENFRANCHISEMENT.
