      <![CDATA[At the same time the fiscal farce was winding to a close Obama approved and signed into law the $633 billion annual defense authorization. Of course when the CIA and the Pentagon can transfer funds out of any department or agency without having to disclose it, as per the NSA and CIA act, who needs a budget? Do you think ol' Rumsfeld has found that 2.3 trillion that went "missing" from the Pentagon yet?
